What you are talking about is a supplemental dated in Fed 2024 which didn't have a chance in hell of ever making it to a bill. The crux of the presentation was to tie the border bill with the reduction in funds and support to Ukraine. tRump and you MAGAts jumped on this like it was your idea to not allow it. It's not a bill but an unapproved Supplemental. I bought into the lie that it failed because tRump didn't want it but that's not why it failed. A stripped version was presented and agreed upon for aid to Ukraine.

It's a Presidents prerogative. Congress has no say even if they try and pass a bill. Now, if congress wants to strip the President from making immigration policy they are going to have to pass a bill overriding the current law.
