The utility company and tax assessor's office are great at record keeping record. Finding out who actually lives somewhere, ain't a hard thing. It would not be hard to actually have a picture of the person you are wanting to pick up. If they say the are a different person, look like a different person, and have documents and pictures all overn the house showing they are a different person, there is certainly no reason to drag them out of the house, without time to get dressed in the middle of the winter, so you can do your homework. Citizens have a right to expect more from government than random abuse, without even knowing who they are arresting.
