To a certain extent, you are correct, but that does not excuse, not using photo ID, nor not allowing him to even get dressed before dragging him out, into 14 degree temps.
Again, the way I understand it he would not identify himself.
He could have prevented all of this by simply giving them his ID or letting them fingerprint him.
Him being dragged out with no clothes is his own fault.
I've been asked to identify myself many times by law enforcement and never had any issues whatsoever.
