Mississippi is a constitutional carry state allowing both open and concealed carry without a permit for law-abiding adults 21 and older
(18+ for active-duty military). No license is required to carry a loaded firearm openly or concealed within the state.
Its death per-capita rate is 29.4.
Massachusetts requires a state-issued License to Carry (LTC) for both concealed and open carry of handguns.
There is no permitless carry, and out-of-state permits are not recognized.
Its death-per-capita rate is 3.7.
Firearm laws are imposed primarily by states upon cities, of course. 43 states have what are known as “preemption” laws, prohibiting
local governments from enacting gun regulations that are stricter than those passed by state legislatures.
If Oklahoma City were to seek to reduce its high rate of gun deaths to the level of of Boston by enacting and enforcing less permissive laws, the State of Oklahoma would prevent it.

Common sense - which downtown is safer? 100 robberies a day for a 100K city population or 51 robberies a day for a 50K city population...... You're almost twice as likely to be robbed in the city with the lower crime rate per capita. | |||||||||
