Because they work in a political/electoral "system" that incentivizes and rewards their worst impulses & behaviors.
A big part of the problem is that there is little or no deterrence to misbehavior. Lying, cheating, fraud, and corruption are not punished, maybe because it's politically inconvenient to punish somebody on your side and difficult to get a conviction on either side. Our reps are lawyers or have good lawyers on their payrolls who are well-schooled in making sure sufficient evidence never sees the light of day in a courtroom. Justice is in short supply in the highest levels of our gov't.
