If I remember correctly, it was France and Britain (namely, Sarkozy and Cameron) who advocated the most for military campaign against Gaddafi. In fact, it was supposed that these two countries should have been the main driving force of this campaign, and American troops would have only an assisting role. Of course, this didn't work out.

Some people said that European establishment (especially in France) had had financial connections to the Gaddafi regime. Or more correctly, he was giving them money for their campaigns and other things in exchange for 'better relations'. They decides to flush him when he became a threat.

Neither were French and British troops (except of some special units). All dirty work was done by 'freedom fighters'. Americans had to take charge of this operation, because the USAF did the most part of a job in enabling a no flight zone (in reality, a direct aerial support of anti-Gaddafi forces).

That part where the French and British should have had a leading role. They had to shift this role on the US.

The West removed 'a murderous' dictator (in fact, nothing special in this regard) on a bunch of warring tribes. If the goal was to turn Libya into a warring zone and the main transit route for African and Middle Eastern migrants to Europe - which in fact was - than this was a clear success.
