Why can't we take away Obama's authority to enforce immigration laws?

The constitution gives congress the power to take away the presidents authority to enforce laws. It requires a 2/3 majority to pass the legislation but it does have that power. The writers of the constitution were smart enough at the time to figure that we may have a series of presidents that might abuse it's executive authority so they gave congress a way to snip his balls if they wanted to which is to pick someone else to enforce that law. In this case, that is immigration laws. Why can't we appoint someone else to enforce immigration laws in a way that would make the congress happy?

And if it were so, you cannot get 2/3ds of congress to agree on anything much except their next pay raise.
