During the Mandate, "Palestinian" was used to refer to all people residing there, regardless of their ethnicity or religion and and those given citizenship by the Mandate were granted Palestinian citizenship. So no, Palestinian did not refer to just Jews at any point during either the Ottoman or Mandate period.
