NATO is obviously not strictly defensive and hasn’t been for a long time.

Next you’ll tell us how all these wars, coups, and foreign interventions by the US government since 1960 were defensive.

NATO is governed by their charter. They did not attack Kosovo, that was done by Bill Clinton when he was president. 32 countries run NATO, not the USA.
