The NATO website says that decisions are made by consensus.

If so, then it is absolutely unacceptable. NATO should be subordinate only to the Pentagon.

First, NATO's military power is the United States, no one plays a significant role there, except for the United States.

Secondly, the meaning of NATO is to contain Eurocentrism and pan-Germanism in Europe, the Europeans, as a controlled party, should not interfere in this. It loses all meaning.

If they want to decide something, then let them decide it in their Western European bloc.

NATO is an alliance. It's not subordinate to any single member.

Decisions are made by a council of defense ministers of member states. (e.g. civilian officials, not military generals)

The Secretary General is the top civilian position, the top military position is SACEUR who is also USEUCOM.
