Who is in charge of disease reporting for CovID19?

Just a curiosity since I read a comment about a foreign company getting a large contract for the reporting in one of the major cities. Later I got to wondering if these reports or being gathered similar to voting aps. I think the person said Phili but that is a guess on my part since I didn't really consider it until later.

These applications the cities and states are using. Who is in charge of gathering them up an reporting to CDC? Its not me.
