The Khartoum Resolution passed by the Arab League in the wake of the 1967 : ---"Three Nos" in the third paragraph:
- No peace with Israel,
- No recognition of Israel, and
- No negotiations with Israel.

Jihad and the armed resistance is the right and real method for the liberation of Palestine, and the restoration of all the rights, together with, of course, all forms of political and diplomatic struggle including in the media, public and legal [spheres]; with the need to mobilize all the energies of the nation in the battle
Any progressive tactical or detailed political program must be in line with the national Palestinian fundamentals that we have mentioned and may not go against or contradict them. Moreover, every partial or full judgement must be subject to this principle, and therefore, we reject any projects, agreements or peace settlements that diminish these fundamentals and principles and affects national Palestinian rights.
The peace settlement agreements and the positions of the countries that hold them, is certainly a heavy legacy that needs to be reconsidered. However, the question is how; in what way, and in which time context? What is so important now that it must be done. Political settlements and agreements with “Israel” are unfair to the nation and Palestine, they are not an advantage or inherent, nor is this a normal situation. “Israel” is not and will not be a friend or a neighbour, but an enemy not only to the Palestinians, but to the nation as a whole. If we characterize the agreements as such, we must make it a priority to address the relations, contact and normalization with the Israeli occupier. This is unacceptable, especially in light of the great Arab Spring, because at this point, the nation’s leaders must realise that the anger of their people is not only a result of internal policies, but also a result of the nation’s shame and weak position, policies, and strategies in terms of the Arab-Israeli conflict.

Furthermore, the API cannot be used to bring in Arab countries to insert pressure on the Palestinians to make compromises. President Abbas and the Palestinian leadership have already made all the concessions needed, yet the response by Israel has been more settlement expansion and more extremist positions in contradiction to any agreement with the Palestinian leadership.
Therefore pressure of the API should be placed on Israel and not the Palestinians. One way to do so is by elevating Palestine in the UN to create better negotiation position for the Palestinians with Israel in any coming negotiations, in addition to other incentives (both positive and negative) that the Arabs can use to move the Israeli stances forward.

As you can see, this is all about the Arab Palestinians.
The Arab Palestinians want to exclude the Israelis from access to Religiously significant sites in Jerusalem. Now that the Israelis have the access, it is unlikely that they will trust the word of the Arab Palestinian regarding their role in Jerusalem.
The Arab Palestinians want to portray themselves as the victims, and that the Occupation is both cruel and humiliatingly restrictive. If that is so,it is of their own making.
