Um, I don't know if your numbers are correct, but Israel attacked with missiles and were directed at the target. It is not their fault that civilians were there too. I believe giving warning about where they are going to bomb makes bombing pointless as the bad guys move out, and they use threat of violence to keep the civilians there.

They need to censor the press to ensure that the press doesn't give away troop movements and attack plans. We, thee US., allow reporters with our frontline units but also limit what they release to the public for the same reasons.
