Why, is climate changing?

No. there are 8 billion people in the world as compared to decades and centuries ago. We love the beaches. We build in flood zones also. Look at a high-resolution view of Miami. They built on every square inch near the ocean they could. They built small islands for housing also and building several hundred feet back at a minimum would be prudent and smart. We are still building on the ocean with many Progs purchasing properties.

Blocking out the Sun will cause another Ice Age and eventually lead to mass-extinction.

Clouds routinely block out the sun. It also gets dark at night. Volcanic ash can't be controlled. Manmade sun blockers can be.
The long and short of it is that we need to know if we can actually lower the temperature of earth and oceans enough to make a difference in the climate.
