We’re talking about kill-rate statistics for military personnel, not kill-rate statistics for civilians. PS We also have to admit, that Mongol - Moscow imperialists suck at war, and their despoticFinland has a strong argument. However, on a proportional basis, the USAAC wins out.

PS We also have to admit, that Mongol - Moscow imperialists suck at war, and their despotickhans dont'n care about losses. I think it was little bit harder to fight against Germans which had good army. In Lapland war against Germans I think Finnish's losses were quite same as Germans.
Yes British Troops ( Almost 500 of them were there fighting with the Finns then the Finns saddled up with The Germans and the Brits were On their own in Finland ) many were Captured or Shot and most had to ditch their Uniforms & gear and if lucky they made it to Sweden and escaped as Civiliansare you sure ?

Greece perhaps? Finland? Netherlands? Im judging this based on the fight within not technological dominance. All were small nation The Greeks were out manned and outweaponed but Italy couldn't conquer them they might be my pick.
The Finns agreed to the Soviet demands, and continued to abide by them until the Soviet Union collapsed.
And they had support staff and liaison / interpreters which almost doubled their numbers thus my up to 500 personnelHistorum

They lost.
A textbook example of a fallacy of false equivalency.Well using that logic Hitler restored peace in Europe when he occupied it, behave yourself.
They lost their border region as a result of those negotiations. That means they lost. They did not lose.
It was a stalemate, and once the soviets did not get the fast and easy victory that they expected, they entered negotiations as there were other areas they wanted which they could get with less effort.
