I think it was little bit harder to fight against Germans which had good army. In Lapland war against Germans I think Finnish's losses were quite same as Germans.

Yes British Troops ( Almost 500 of them were there fighting with the Finns then the Finns saddled up with The Germans and the Brits were On their own in Finland ) many were Captured or Shot and most had to ditch their Uniforms & gear and if lucky they made it to Sweden and escaped as Civilians

Greece perhaps? Finland? Netherlands? Im judging this based on the fight within not technological dominance. All were small nation The Greeks were out manned and outweaponed but Italy couldn't conquer them they might be my pick.

One thing the Finns themselves often forget about the Continuation War, is that it was in many ways even more successful than the Winter War. For example, the end of the Continuation War: While Germany was unable to repel any major attacks from the soviet onslaught in 1944, the soviets concentrated an even larger force onto the Finns than they had during the Winter war. After initial success, despot Stalin informed Finland that they would not accept an negotiated peace - only total surrender. Finland then miraculously stopped the Bolshevik IMPERIALISTIC onslaught especially at the battle of Tali-ihantala - the largest battle in Nordic countries history while heavily outnumbered. The frontlines remained at a stalemate for over two months after this until peace. Then DESPOT Stalin realized that he would lose the race to Berlin with the Allies if he continued expend his forces to Finland and agreed to a peace treaty and Finnish independence. Finland had taken relatively little losses during the 1944 battles while dealing massive losses to Bolshevik EMPIRE and Finland ended the war with pretty much the most trained soldiers and military supplies she had ever had. None of the main Finnish defensive lines had been breached at the end of the Continuation war unlike the Winter war. An underrated achievement. (Also the 1944 battles happened mostly in summer, when its harder to defend than in winter.)

Finland, though it ceded territory to the Bolshevik empire, avoided occupation. It kept its independence, democratic institutions, and military. By skillful diplomacy and fierce resistance, Finland stayed free while Poland was subjugated.

They did not lose.

It was a stalemate, and once the soviets did not get the fast and easy victory that they expected, they entered negotiations as there were other areas they wanted which they could get with less effort.
They lost their border region as a result of those negotiations. That means they lost.
