Republicans have been cowards on this issue for years. They should be in inner cities shouting at the top of their lungs, trying to wake these folks up to the realization that Democratic policies are at the heart of their problems.

It has to start at the local level, someone in Chicago, for example, has to step in and convince these people to give a different party a chance.
