The Democratic Primary had put two liberal Senators in opposition for the Presidential Candidacy of the Democratic Party. Nixon had already created a fixed percentage wage and price controls policy. Up in opposition rose Senator McGovern with a plan for an annual $1000 per year for every person in the United States. Even Senator Humphrey ridiculed the concept. The New York Times reported that in fact it was ridiculed, it was replaced.

The Republicans would create an equal amount per child Tax Credit, later on. The Clinton Administration would expand that. The 1986 Tax Reform would raise and index the Standard Deduction and Personal Exemptions in equal amounts. The Obama Administration would create the equal amount, Make Work Pay Income Tax Credit. The Republicans took that away as soon as they could.

Senator McGovern could only win in one state in that election.

Both parties came on board with the original concept, 2020.

The Make Work Pay Credit was refundable. Social Security Trust Funds were not involved. Bush II, Term 1 had opined that tax cuts would stimulate the economy. Probably encountered is that lower incomes--likely to spend--had no further income tax liability. They still don't. So people got the Refundable credit, just for filing the claim.

That puts it in the equal amount payment category.

For now it is noted that there is no further funding for the National Defense--a joyous but still separate matter!

NRA is already on board, however: With measures designed to shoot to kill the Terrorist Cotton Tail Bunny Rabbits: Already now in our Homeland!
