In my opinion it means "I've moved past your transgression against me, but I won't allow you or anyone else to fool me again in the same manner".
 
I think it is hard enough just to get those words out.

It's a process.
 
But I’m carrying a grudge because of the way you fooled me

It's not carrying a grudge, it's learning from experience that some things aren't on the up and up and should be avoided. If a person does something that I find harmful to me, I consider it the same thing as touching a hot stove. It harmed me by burning, and the experience taught me that touching a hot stove will hurt, so I don't do it anymore. I don't begrudge the stove for burning me, it's just the nature of the stove. I don't begrudge people who screw me over, I just don't trust them any longer (or those who act in the same manner) as I don't want to get burned by having them violate my trust.
 
Forgiving in my opinion is one thing. The only way that I can forget is if the wrongdoing is in the past and only the past. How can something be forgotten about when it only continues to happen?
