That's not a debate of what was stated. Hillary paid for information. It was 100% legal. In 2016 Trump tried to get stolen information from a foreign country hostile to the US. Now in 2019 he's using the power of his office to get countries to launch investigations into his rival. That's what Putin does in Russia.
