What's The Point of Having Laws???

For a moment, suspend disbelief....and, arguendo, consider that there is a function for laws.

For example....to curtail poor behavior that may, probably will, end poorly for the individual breaking the law....or, tragically, for an innocent.


Are there individuals for whom breaking the law is no prob?
What to do with a serial recidivist?
