I had read years back a story on why they did that and it said they preferred foreign workers because they had more control over them and their work load and scheduling, than they could be with an American citizen.

In Canada, you must have a copy of every employee's Social Insurance Card in your employment files, made from the original card, or face a fine of $5000 per employee.

I know how this works because I lost my wallet, SIN card, and ID, not long after I changed jobs, and had no birth certificate with which to obtain a replacement card. I had just gotten married so my employer submitted by withholding under my new name and the next thing I knew I was being called into personal. They helped me get my replacement ID, but I was very close to being fired for this.
The annoying thing is, as in your case, regular folk can end up with the problem with getting dragged into the system that's set up due to the minority. All immigrants need to do is to go to a correct port of means.

I used to send out invite letters to interview with a form for acceptable documents that that person can legally work on the UK. Then I photocopy that document at the start of the interview. One British guy didn't bring his, so his interview was cut short and he was sent on his way. I didn't want to run the risk of, "Was that guy an immigration officer plant to test the company".

Stop the “welcome” nonsense, and they’ll stop coming. And we can “dissuade” them further with a “not-welcome” wall with wire, and massive increases in border protection, and directions for border agents NOT to risk their own lives by rescuing people from the river.
