Biden had no leverage... Saudi's had the arms and were well in control of the arms.

Saudi's (and thus OPEC) had found a thirst for the money. US burnt a lot of bridges in that April 2020 deal.
Saudi's took advantage the US isolationist policy under Trump which massively reduced US soft power worldwide (this had consquences) and then decided to ignore US, which they could do with little blowback.
