Why not go after the single biggest cost driver to insurance premiums?
$850 billion a year in claims that doctors submit out of FEAR to health insurance companies!
The fear is the doctor will be sued and as a result they duplicate tests, refer to specialists all that add up to $850 billion a year in what is called "defensive medicine".
All because lawyers that make $270 billion a year file medical lawsuits against the doctors.
As a result, insurance companies go ahead pay the claims KNOWING these are duplicate tests,etc. as the insurance companies know all they need do is
raise the premiums to make up the claims costs. Which again increases costs to people that want insurance.
Proof that simple tort reform works?
The Federal Tort Claims Act of 1946 which prohibits lawsuits against doctors under Federal contract is evidence in these statistics:

Not true with AIDS, unless it is transmitted via voluntary sexual activity. Breast cancer is contracted by numerous means, just like AIDS can be.

Though obviously putting a cigarette in your mouth is a voluntary act, that causes cancer; just like having sex with someone you know is infected with x disease could spread it to you.

That's a pretty simple idea for a rather complex issue. I have to drive to get to work. Like many places, and many 24/7 jobs, public transportation is not an option. If I were to relocate closer to my job, I would be faced with significant increases in rent and utilities. Any savings for transportation would be offset by increased housing expenses. Finding a job that pays as well closer to my domicile is also out of the question, as such well-paying jobs are unavailable here. I suppose I could simply quit working altogether, stay home and collect unemployment until that gives out, then go on the public dole. I wouldn't need a vehicle as much, so I wouldn't have to be concerned about the cost of fuel and how significant increases in that cost would adversely impact my ability to support myself, and through my tax contributions, support the government programs that allow others to continue not supporting themselves.
Consider also that motor vehicles are by far not the largest contributors to pollution. That, and newer generations of motor vehicles have been improved to the point that their impact on air pollution is far less than years ago.
