Do what is best for We the People
Right. "General welfare" was just an additional constraint on government (not a fucking "implied power"). It was saying that government couldn't collect taxes for the "specific" welfare of certain people. They had just rebelled against a king who used taxation to enrich himself and ignore his subjects.
Nope ... it's a modifying clause, attached to the taxation power. It doesn't mean "just do what is best for the people". That's unlimited government power - every liberals wet dream.
