Single biggest factor is liberals constant lowering of black expectations. Tell anyone long enough and loudly enough that they are victims and therefore entitled to free goodies then they'll quickly start accepting those goodies. Then accept that they are, indeed, victims. Then (because they've been shown how well it works) whimper for more.

Why work or get educated when you can have a section 8 apartment for life and live on food stamps? Get a "cash" job for some pocket change and "life is good".
