And he sides with those who say the USA and some other countries have to pay reparations to poor countries we have supposedly harmed with our emissions. Meanwhile he agrees that China with the world's second largest economy and technologically in the top five is exempted from either forced emission controls or having to pay reparations. Why? It is classified as a 'developing' country.
