Paying for what? Lower gas prices? Whatever they spend to get oil rigs running again will come back 10 fold in gas and shipping price reductions. EVERYTHING will get cheaper from having low gas prices.

I'm not sure of that. OPEC used to be pretty powerful, but a lot of their members have resisted cutting their production by the amounts OPEC wanted.
