Murder rates shot up after the de-institutionalization craze around 1970, started by the leftists who think they can change everybody. It peaked in 1980 and we brought it down by getting tougher on crime, despite the wailing of the leftists. We must combine the two to reduce murders. Lock them up in the loony bin if they are crazy and lock them up in prison if they are criminal.

Anybody that has been put away forever should just be killed instead. Capital punishment is too expensive you say? Yeah, maybe with gas chambers, lethal injections and 10 year stints on death row. Bullets are pretty cheap though.
