The federal government was explicitly restricted to 18 enumerated powers. The “General Welfare” was designed so they didn’t have to make a 9,000 page document outlining what they could do within those specific 18 powers. But hey, don’t take my word for it. Just ask the guy who designed our entire system of government:

Barack Obama pissed all over the U.S. Constitution. Not only did his Democrat Congress (both House and Senate) allow it, they celebrated it. He wielded unlimited power the entire time and abused that.
