I think I can answer that. It's because the jails and prisons are already too full and prosecutors are getting a lot of pressure not to add to these crowded prisons ------- AND there is political pressure not to have the "largest number of incarcerated persons."

And yet the crime spree going on keeps increasing its deadly toll daily. So I think prisons should be entirely dispensed with. They've only been around two centuries anyway!! There were never prisons before. Some dungeons and temporary holding facilities, but prisons is an entirely modern idea and a bad one. They don't work. Go back to quick trials, then quick executions for any major crime. It gets rid of the bad guys and we're overpopulated anyway ---

Prisons were invented by the Marxists/Democrats because they saw a way to provide jobs for minorities while putting minorities in those prisons. Farmers, security guards, clothing manufacturers, builders, all get a piece of the government tit, and the Marxists/Democrats who called black men "Super Predators" smiled.
