If the rest of the world removed tariffs and we did so as well, how would that coerce a company to return jobs to the US where they pay more for production than they would overseas? It wouldn't.

Also, about bringing jobs and factories back to America: I believe there is an easier way to achieve that than some stupid tariffs. Just pass a law that literally forces American companies to stay in the country.
