I'm still trying to figure out what is unusual about paying for research into an opponent. It's illegal to accept assistance from a foreign entity in exchange for a promise to take some official action. It's illegal to take bribes. And It's illegal to accept something of value from a foreign entity just as a favor, but I'm pretty sure it's been done in the past.
