I don't know much about settlement conferences, but it did seem strange asking if there was any way Raffensperger could come to some kind of "compromise" on the vote tally. I didn't know that was something one could compromise on?

They didn't however because they didn't have sufficient cause to do it. It doesn't help political parties to kick people out over a disagreement, otherwise they will lose influence over time if they abuse it. It is why it is a rare occurrence.

Mueller was ducking his own stated powers of office, possibly to get around the failure of not finding anything to charge the President with.

This is no different from the 4th circuit decision which says that somebody who can't defend himself, can't be criminally charged.

The DOJ OLC memo says that a sitting president can't be indicted, hence he can't defend himself from charges, and the doctrine of inability to defend applies.
