Votes to count even if they are mailed in on napkins in Washington state

As I said, this isn't an election integrity question, since voter verification requirements aren't changed. What is involved is when a ballot is received from an eligible voter, what defects do not nullify that vote. Such as erasures, smudges, or mis-spelled write in names. And the extreme example of using a napkin instead of a ballot.

And the manual says for situations not covered, such as a vote being submitted on a napkin, that intent is up to the interpretation of the county canvassing board.
WRONG it does not say that. Here's what it actually says, "Voter intent on questionable marks not covered by the rules in this manual must be determined by County Canvassing Boards according to all applicable laws of the state of Washington and the Canvassing Board manual." The previous 80+ pages focused solely on marks and voter intent on the official ballot. The official ballot was used in ALL examples of what is and is not valid. The ballot itself and how it's printed, where and how to mark your choice is KEY in determining what is voter intent.

It's actually a pretty good manual, removing pretty much all question of what is and is not valid voter intent.
