Take the guy mentioned in this OP. He was sentenced to 16 years in prison in 1986, and another 30 years in prison in 1996. Clearly, prison didn't fix what was wrong with him. Probably only made it worse.

He did 24 years on a 30 year sentence. No effort was made to reform him or make him ready for a civilian world.
