Your statement doesn't make sense. You can't measure the veracity of valid police encounters by looking solely at your end results especially since we know that specific U.S. police department have been found to be guilty of unlawful and/or unconstitutional profiling and targeting of people of color. Some of these police departments have been put under consent decree by the U.S. Department of Justice for unlawful use of force while others have been
successfully sued by the people/groups they've unlawfully surveilled, targeted and killed.
The Department of Justice has opened more than 60 investigations into law enforcement departments since 1994, when the Violent Crime Control and Law Enforcement Act was passed in the aftermath of the Rodney King beating case.
