Do they really "consume" the wine in Vatican City?I give you one reason …
Wine is duty free in the Vatican, so tourists and employees buy a lot.
.Do they really "consume" the wine in Vatican City?
Not a fan of the wine. Too many lips.
That's it. I just wet my lips when I take Communion. Once, I was last in the line and the cup was not anywhere near empty and father offered me more after I took my tiny drop. Then it occurred to me that he had poured too much, and could not consume the whole remains of the cup -- he must monitor his consumption carefully because he is a recovering alcoholic.

Your OP specifically says "consume"They buy it … that is enough for the statistics
The Vatican City has a population of 882 and you're wondering why it drinks the most wine per capita? Fecking hell, just a handful of folk ate required to drink wine to totally put percentage everyone else. This is due to two facts one usually does not think about.
Can you guess?
