If you want to make things more efficient. Thats fine. but getting rid of agencies and spending that the government does is not decided by the Executive, but by the Legislature. Its up to the Legislature to get rid of USAID, anything else is an unconstitutional usurpation of legislative authority.

During the reconciliation vote congress will need to pass legislation supporting Trump's money saving cuts.

The US no longer can just keep borrowing money. Major cuts need to be made. Foreign aid is a great place to start.

While the funds allocated by congress to the;

"Congress authorizes USAID's programs in the Foreign Assistance Act,[6] which Congress supplements through directions in annual funding appropriation acts and other legislation."
