That idea is inherently anti american. In America it doesn't matter what class or background you came from. Hard work wins out over all else. Therefore a merit based system or a hard exclusion on 3rd world countries goes against our very core idea...which is also a central idea of conservatism - personal responsibility.no people from the 3rd world should be allowed to enter America!
