Countries in this hemisphere have a multilateral transportation agreement for their military equipment.

The c-130s used to transport the migrants are part of a fleet of dozens that are constantly sitting idle.

My suggestion is the US government picks up a couple dozen of these cheap broken down ships to start, patch them up a little bit, so they only leak somewhat. Lock out the controls and the tiller and then send them out to international waters with no way to drift back loaded up with hundreds if not thousands of illegals on each ship.
