The whole of idea of designating groups as terrorist organizations is due to their being outside the jurisdiction of American law enforcement agencies and beyond the writ of federal courts. It allows for the seizure of assets and blocking financial transactions, denying people entry to the U.S. or expelling them, and to pressure foreign governments that might harbor terrorists. By definition, so called domestic terror organizations are within said jurisdiction, giving law enforcement all of the tools they need to investigate without violating the rights of American citizens. While "domestic terrorism" is defined in the Patriot Act, there is no actual offense of domestic terrorism. A suspect would be charged with committing the specific applicable acts.
