Trump was sloppy this time, and didn't follow the rules governing him, for expediency and imposed chaos, that he feels gives him an upper hand.

His tariff power delegated to him by congress is limited as to when he can use it, and restricted on who he can do it to....

He was lazy, and Instituted flat tariffs across the board on near every nation and every one of their products, instead of addressing the tariff issues individually with like kind, reciprocal tariffs, each nation being a different individual problem and reciprocal tariff.

He was given power to address individual tariff problems we may have with any given Nation....not to break the Signed, sealed, and delivered full trade agreements that we have with all the different Nations.
