The US stuttered in going into Syria, so Putin decided the place was enough of an issue in the US that he could stick a stick into the spokes.

Putin doesn't want Syria to end, it's convenient for him. He could send in the Russian army and wipe out the opposition forces, but doesn't. Enough to keep Assad in his place, not enough to defeat anyone.
