Sounds to me that he is telling the Iranian people to rise up and overthrow their government, because he has no plans to send in troops.

We will see if that ever happens.

Highly probable that many of our SOF and related have been preposition-ed near Iran and/or are entering, if not done so already. Ideally we've made contact with potential alternate rulers there and will assist their forces when the time comes.
