Probably. But also likely a lot of criminals fleeing prosecution or worse, looking for new ground to set up operations and expand their base. That is why it is existential to have a functional border and immigration system where people can be properly vetted.

Not that we should bend over backwards screwing ourselves just because where they are from is fucked up. At best, all they are doing is fleeing their own problem instead of staying and fixing it for themselves and their people and bringing it here, meanwhile, none of these places would take us or reciprocate if the shoe was ever on the other foot.
