The question of whether Trump declassified these documents is a distraction from a for more important question.

Why did Trump want to declassify them thus making them available to the public as well as enemies of the US?

A. He wanted to out CIA agents collecting information in other countries, expose NSA secret monitoring and intercepts, and other covert national security activities.
B. He wanted to protection himself from criminal charges for retention and mishandling of classified documents.

B. seems a far more likely reason for his actions. I think a jury will also agree. Trump may have been a rotten president but I really don't think his intention was to seriously damage National Security.
