Is it racist to claim there is a WHITENESS PANDEMIC?

Identifying people are bad or good or different according to race is inherently racist, it would seem.

Is claiming white people are racist is in and of itself, racist?

If you want to know if its racist, substitute the word "white" with "black" and youll have your answer.
