The point is that the Ukraine signed a treaty with Gorbachev in 1992 to NEVER attempt to join NATO.
So Zelensky was thumbing his nose in a deliberate violation.
Whether or not NATO would have accepted the Ukraine, is totally and completely irrelevant.
