Testing was not part of the INF treaty.
And the INF treaty clearly was obsolete since no other country was bound by it.
It was EUROPE who was pointing the threatening missiles, NOT Russia.
Putin was NOT aiming any new missiles at the US, because that took a longer range.

The only POINT of putting nukes right on the Russian border, is that then the response time would be too slow to prevent a first strike from wiping out most or all of a retaliatory capability.
