Yes probably a mental case that should never have been let out, years ago when Thatcher was in power she closed many mental homes down and released the inmates and called it care in the community, that was all about acquiring land worth millions, the down side was a increase in incidents some resulting death, i remember one when a man was stabbed in the head and killed by one of the released nutters on a underground tube station in London.
